Three court services meant to expedite civil proceedings were launched by Justice Parliamentary Secretary Owen Bonnici this afternoon in the hope that they would reduce time wasted when cases are deferred.

The right of disclosure has been introduced into law following the signing of a legal notice by Justice Minister Owen Bonnici. It gives people under arrest and those facing criminal proceedings the right to request access to the information held about them, normally by the police. That would enable the suspects to contest their arrest and better prepare their defence. The Justice Ministry said this right would also lead to quicker court proceedings. The legal notice followed a law enacted on March 18 and brings Malta in line with EU practice.

Lawyers, legal procurators and notaries will no longer have to waste precious time queuing in the civil registry to track the progress of their cases thanks to a new IT system. They will be able to access the information from their office computer, tablet or smart phone through an online case management system that will be up and running on October 1, Justice Minister Owen Bonnici announced this morning. The system will allow them to track the progress of civil cases by, for example, checking if parties in the case were notified.

Judges are in the process of being moved to a building behind the courts which has just been restored in a €1.9 million project. The project was inaugurated by Justice Minister Owen Bonnici this afternoon. The development is spread across two buildings and will eventually feature a retractable bridge, connecting the office block to the third floor of the court house on the other side of Strait Street. Dr Bonnici said the building was long awaited, as many of the judiciary were being forced to work in cramped conditions. The drive to increase personnel in the justice sector, could also go ahead now that the new building was up and running, he said.

A Justice Department has been set up. It will be administered by the director general responsible for justice, Natalino Attard. The department should reduce pressure from the courts which will be able to concentrate more on the administration of cases, the government said in a statement. It said it will coordinate and support the general administration of justice, see to the setting up of specilialised entities and take care of the European and international dimensions of the sector.

•Persuni li kienu fil-korpi tax-xogħol u oħrajn li qabel ma’ daħlu uffiċjalment fis-servizz pubbliku wara s-16 ta’ Jannar 1979 għamlu xi żmien jaħdmu f’dipartimenti tal-Gvern qabel l-1979
•Ħaddiema tax-xatt li kienu liċenżjati bejn l-4 ta’ April 1973 u l-1 ta’ Ġunju 2007 u li ma kinux hekk liċenzjati wara dan il-perjodu.
