Michael Falzon  ex Ministru Nazzjonalista

“Fejn tidħol l-Enemalta, jidher biċ-ċar li x-xiri (taz-zejt) ma sarx bil-għaqal u l-prezz li bih inxtara ż-żejt kien ferm għoli, bil-konsegwenza li sar ħafna telf u dan għolla l-ispejjeż tal-Korporazzjoni li kellha tgħolli t-tariffi.” - ILLUM 7.2.2010

IL-POLITICI JISTGHU IQARRQU U JIGDBU ...  IL-KONTIJIET LE

Il-kwistjoni tal-kontijiet tad-dawl u l-ilma ma bdietx issa, u l-anqas bdiet meta Dr. Sant kien Prim Ministru. Il-kwistjoni bdiet snin qabel matul it-tieni legislatura Nazzjonalista dik ta’ bejn l-1992 u l-1996.

Ovvjament kulhadd konxju mill-kjass li qajjem il-PN matul iz-zmien li Dr. Sant kien Prim Ministru. Li jikritikaw huwa dritt demokratiku taghhom, imma f’din il-pagna jien se nuri kemm hu ipokrita u giddieb il-PN. Bhas-soltu m’hemm xejn isbah mill-fatti u huwa ghalhekk li maltapolitics.com tinzel tant hazin man-Nazzjonalisti ghax il-PN ma jaccettax il-verita. L-MLP bata hafna minhabba l-qerq tan-Nazzjonalisti, u m’hemm l-ebda vittma akbar minn Dr. Sant. Mhux b’kumbinazzjoni li l-kritika Nazzjonalista hija ffokata fuq Dr. Sant, ghax meta l-PN jigi b’daharu mal-hajt, l-aktar mira facli ghalihom kien, ghadu u se jibqa l-mexxej Laburista. Ghaliex Dr. Sant hu l-mira? Ghax Dr. Sant regolarment jikxef hmieg politiku Nazzjonalista li l-PN jipreferi jibqa mohbi. U ghax Dr. Sant kien vittma innocenti tal-attakki moqzieza Nazzjonalisti dwar il-kontijiet tad-dawl u l-ilma, maltapolitics.com issa qed iggib ghall-attenzjoni taghkom il-fatti li bihom int li qieghed taqra din il-pagna tista tasal ghal-konkluzjoni forsi differenti minn dik li kellek qabel ghax forsi emmint il-propaganda Nazzjonalista. X’tiddeciedi int, hija decizjoni tieghek, imma jien inheggek biex meta tasal ghal-gudizzju tieghek ftakar fil-fatti li se tara f’din il-pagna u warrab l-akkuzi infondati tal-politici Nazzjonalisti, wara kollox l-akbar xhieda dwar x’vera gara fil-kontijiet huma ahna l-konsumaturi li rridu nhallsu l-kontijiet li nircievu.

Il-kontijiet ghal-perjodu waqt l-elezzjoni tal-1987

NIBDEW

M’hemm xejn isbah mill-verita tal-fatti. Fuq dan is-suggett jien se nikkwota ezatt x’inghad rigward il-kwistjoni tal-prezz tad-dawl u l-ilma u aktar minn hekk se nippubblika kontijiet li nhargu. Il-kontijiet li se jigu ppubblikati m’humiex imbaghbsa hlief ghat-tnehhija ta’ certu informazzjoni tal-kont biex tinheba l-identita tan-nies li lilhom inhargu l-kontijiet. Huwa mportanti li jinghad ukoll li l-kontijiet ta’ hawn taht huma minghajr zieda ta’ xi arretrati jew ziediet ohra, jigifieri l-ammonti iccargjati huma tal-konsum u l-meter minghajr l-ebda addizzjoni ohra.

L-ewwel kont tad-dawl u l-ilma huwa dak li nhareg ghal-perjodu waqt l-elezzjoni tal-1987 jigifieri taht il-Gvern Laburista ta’ Karmenu Mifsud Bonnici u juri s-sitwazzjoni kif wiritha Dr. Fenech Adami.

The (UHM) union also hit out at the government's decision to increase the … 17 per cent charge on the consumption of water and electricity.

The Times 25.11.2004

The Alliance of Pensioners' Associations said yesterday it was difficult to explain to pensioners how they would have to pay at least 50c a week for the surcharge on water and electricity.

The Times 27.11.2004

MaltaToday is providing more evidence that the surcharge introduced in the last budget has nothing to do with oil prices. The proof lies with the very same figures issued earlier this week by the Investments Ministry, which conveniently published the prices of gas oil and fuel oil in dollars and not in Maltese liri utilised by Enemalta to fire up the power stations. The same official figures prove that fuel purchased and used by Enemalta at the power station in 2004 was cheaper than in 2003.

Ghal dawk li rcevew kont ta’ Novembru u Dicembru 2005 u anke inkluz mieghu hemm konsum ghal xi xhur ta’ qabel, inqlew wahda sew. Ghaliex?

Iz-zieda tas-surcharge ghal 55% kienet thabbret qabel il-budget u kienet b’effett mill-ewwel ta’ Novembru. Peress li ma sarx qari tal-meters fl-1 ta’ Novembru, il-konsum tax-xhur ta’ qabel Novembru 2005 zdied mal-konsum ta’ Novembru u Dicembru u ghalhekk it-taxxa ta’ 55% giet mhux fuq il-konsum attwali imma fuq medja tal-konsum totali. Jigifieri dawk li meta ndunaw li se titla t-taxxa minn 17% ghal 55%, iddecidew li jnaqqsu l-konsum taghhom, xorta kellhom ihallsu taxxa ta’ 55% fuq konsum li fil-fatt m’ghamlux.

“The Chamber of Small and Medium Enterprises - GRTU has threatened to launch a series of public protests unless the government reduces the water and electricity rates. It said owners of small and medium enterprises were all reporting they could not keep up with their water and electricity bills. The GRTU appealed to the government to stop being insensitive to problems encountered by businesses.”

“Electricity bills are now so high, and becoming such a significant proportion of take home pay, that many are using reserves to pay, as well as trying to cut down as much as they can by the time of the next bill, because reserves have a limited life, don’t they?”

Il-kontijiet godda minn Lulju 2008 bit-taxxa gdida ta' 95%

The index of consumer prices shot up by 1.9 percent last month from the previous month, mostly as a consequence of the surcharge on power, the NSO said this morning. The index increased to 110.58 from 108.55 in June. This primarily reflected an increase of 8.2 per cent in the Housing, Water, Electricity, Gas & Other Fuels Index, mainly brought about by the increased surcharge rate, the NSO said.

The Times 14.8.2008

The government should revise the water and electricity surcharge to penalise waste and not basic use, Union Haddiema Maghqudin general secretary Gejtu Vella said. He was speaking during a summer activity the union organised for workers. Mr Vella said the UHM was preoccupied at the country's inflation rate which had now reached 5.6 per cent. Between June and July it was the highest in the Eurozone. This, Mr Vella said, meant that workers were having less money in their pockets and different categories of workers and pensioners were seeing a drop in their standard of living.

Alternattiva Demokratika said today that the social partners should lead a national protest on the new utility tariffs.

The Times 29.10.2008

The Malta Hotels and Restaurants Association said today that the increase in utility tariffs announced by the government would be difficult to sustain. “The international economic climate is far from encouraging and the industry was already bracing itself for a downturn in business levels due to reducing traveller numbers,” the association said.

The Times 29.10.2008

Commercial companies are already seeing next year's cash flow dwindling as they calculate the cost of the new water and electricity tariffs.

The Times 30.10.2008

Sonny Portelli, chairman of the Malta Council for Economic and Social Development (MCESD), last night issued a statement on behalf of all the social partners immediately after an urgent meeting called by the unions. The stand follows the announcement of new water and electricity tariffs on Tuesday, which the social partners believe will excessively burden both business and people and lead to unemployment. These come into effect retroactively from October 1.

The Times 30.10.2008

Economic analyst John Cassar White says that in “these difficult and extraordinary circumstances”, strict fiscal rectitude can wait. “Following the recent massive increases in the cost of energy services for households and businesses, it would be very surprising that even more pressure is applied by increasing taxes. I already believe that the recent revision in water and electricity tariffs, combined with the imminent hefty increase in the price of domestic gas, is going to affect the economy very negatively.”

The Times 3.11.2008

Is it wise in raising the tariffs now when, according to the International Monetary Fund, the world economy is facing a major downturn with the United States and Europe either in, or on the brink of, recession and when the manufacturing sector in Europe is said to be at its lowest level in over 11 years? The social partners think it is not and last week they called for the postponement of the new tariffs until April but the government has ignored their pleading.

Editorjal, The Times 3.11.2008

The hefty increase in water and electricity tariffs may be somewhat compensated for by the revision in the tax bands but there can be very little doubt that the new rates will lead to higher prices all round.

Editorjal, The Times 4.11.2008

The budget's “positive” measures are largely neutralised by the recently announced “exorbitant” water and electricity rates, according to Alternattiva Demokratika.

The Times 9.11.2008

Industry is in a state of confusion because the proposed water and electricity tariffs have not yet been officially published and the government has failed to clarify the situation, the Federation of Industry charged yesterday.

The Times 11.11.2008

Trade unions represented on the Malta Council for Economic and Social Development have good reason to protest at the way they have been treated by the government over its decision to raise water and electricity rates. In their view, the treatment was disparaging and unacceptable. If the government truly believes in the value of the MCESD, it would have to revise its attitude towards it.

Editorjal, The Times 14.11.2008

Local News -- 09 January 2009 -- 15:30CEST

Eleven unions have ordered their members to avoid paying the new water and electricity bills until the very last possible moment, following a failure on Prime Minister Lawrence Gonzi's part to accept their request for a meeting. Reiterating their call for a meeting with Dr Gonzi, the unions invited the general public to join their members to avoid paying the bills until the maximum 45-day period for payment is about to expire. They insisted that they would engage in further actions should their members be intimidated in order to coerce them to pay.

It is indeed a saga, as John Bencini, president of the Malta Union of Teachers, put it yesterday, describing the utility tariffs revision exercise as “amateurish” and “chaotic”. Eleven unions, which have been going over the tariffs determining exercise with a toothcomb in their members’ interests, are saying the tariffs are too high.

The Malta Independent 28.1.2009

All in all, it is a convoluted, muddled issue that reflects lack of proper planning and handling on the part of the government.

Ø      Il-kontijiet tal-ilma zdiedu matul il-gvern Laburista taht Dr. Sant imma zgur ma kienux il-kontijiet tal-wahx kif iddiskrivihom il-PN.

Ø      Il-kontijiet tad-dawl zdiedu ftit taht il-PN bejn l-1987 u l-1996, imma wara l-1998 kontra l-weghda Nazzjonalista, il-kontijiet tad-dawl ma regghux marru lura ghal kif kienu qabel l-1996.

Ø      Il-kontijiet tad-dawl kienu gholew matul il-gvern Laburista taht Dr. Sant, imma meta bdew gejjin il-kontijiet godda ghas-sena 2005 b’taxxa ta’ 17% tistghu taraw li fil-fatt iz-zieda li saret matul t-22 xahar taht Dr. Sant kienet anqas miz-zieda li dahhal il-gvern ta’ Dr. Gonzi.

staqsa lill-Onorevoli JOE BORG (Ministru ta' l-Affarijiet Barranin):

Jista' il-Ministru jgħid liema huma dawk il-protokolli bejn il-Gvern Malti u l-Gvern Libjan li mistennija jiġġeddu matul din is-sena? Jista' jinforma lill-Kamra bil-protkolli/arranġamenti speċjali li fil-mument pajjiżna għandu mal-Gvern Libjan u jgħid x'se tkun il-pożizzjoni ta' dawn l-arranġamenti mill-1 ta' Mejju, 2004 'il quddiem?

Tweġiba:

Fost il-Protokolli u l-Arranġamenti eżistenti bejn Malta u l-Libja li huma rinovabbli perjodikament, hemm l-Arranġament dwar il-provvediment ta' ammonti ta' żejt u prodotti taż-żejt mil-Libja lill-Enemalta u l-Arranġamenti Bankarji bejn il-Banek Ċentrali ta' Malta u tal-Libja illi permezz tagħhom il-pagamenti ta' ċerti prodotti u servizzi esportati lejn il-Libja jitpaċew kontabilment ma' l-importazzjoni taż-żejt mill-Libja.

Bis-sitwazzjoni favorevoli fis-swieq internazzjonali taż-żejt, mhux vantaġġjuż għal Malta li timporta ammonti ta' żejt taħt il-provvediment imsemmi, u għalhemm dan l-Arranġament ma ġiex rinnovat għal din is-sena kurrenti.

Protokoll ieħor li preżentement huwa in vigore u li ser jiġi affettwat mill-1 ta' Mejju tal-2004 huwa l-Protokoll bilaterali dwar id-dħul u l-ħruġ ta' ċittadini mill-pajjiż rispettiv li kien iffirmat fl-1987 u li kien jiffaċilita l-proċeduri ta' safar permezz ta' l-użu ta' dokument ta' identita' minflok passaport. Kif diġa spjegajt f'risposta għall-mistoqsija parlamentari numru 3323 mogħtija fis-seduta numru 74 tad-9 ta' Diċembru, 2003, għalkemm dan il-Protokoll jinħtieġ li jiġi abrogat taħt ir-regolamenti ta' l-Unjoni Ewropea, bħalissa għaddejjin diskussjonijiet bilaterali mal-Libja sabiex tkun introdotta sistema reċiproka effiċjenti ta' ħruġ ta' visa fuq il-passaport.

L-Onorevoli NOEL FARRUGIA

staqsa lill-Onorevoli MICHAEL FRENDO (Ministru ta' l-Affarijiet Barranin):

Jista' il-Ministru jpoġġi fuq il-mejda tal-Kamra kopja tal-protokoll bejn Malta u l-Libja li jkopri l-bejgħ taż-żejt bi prezzijiet vantaġġjużi għal pajjiżna?

Tweġiba:

Kull provvista ta' prodotti taż-żejt mill-Libja hija rregolata minn kuntratt bejn il-Korporazzjoni Enemalta u l-Kumpannija Nazzjonali taż-Żejt tal-Libja (NOC). Iżda x-xiri ta' prodotti taż-żejt mill-Libja bi prezzijiet preferenzjali huma rregolati b'korrispondenza uffiċċjali bejn iż-żewġ pajjiżi. L-aħħar sena li Malta bbenefikat minn dan l-arranġament kienet is-sena 2003.
